Dr. John S. Morgan, Deputy Director for Science and Technology, Counter-Terrorism Technical Support Office (CTTSO) Dr. John S. Morgan serves as the Deputy Director for Science and Technology at the Counter-Terrorism Technical Support Office (CTTSO) of the Department of Defense. At CTTSO, Dr. Morgan provides scientific advice to advance the work of the Technical Support Working Group and other activities to support the combating terrorism community. He is on assignment from the Department of Justice, where he directs the Office of Science and Technology, which is responsible for development of new technology for use in law enforcement. While at the Department of Justice, Dr. Morgan received the Service to America medal for his work to advance the nation’s capacity to use DNA evidence. Prior to coming to the Department of Justice, Dr. Morgan conducted research in detection and mitigation of weapons of mass destruction at the Johns Hopkins University Applied Physics Laboratory (APL). His research work at APL also included non-destructive evaluation, explosives detection, optoelectronic materials, and spacecraft contamination. Dr. Morgan served eight years in the Maryland House of Delegates, serving on the Judiciary, Ethics, and Commerce and Government Matters Committees. He received his Ph.D. in Materials Science and Engineering from Johns Hopkins University in 1990; his B.S. in Physics is from Loyola College in Maryland.
